This template is used using {{subst}}, to put a notice on user talk pages after a file has been speedy-deleted.

As for the heading...
[edit]I don't think this template need auto-translated heading, since this isn't an automatic template - the user must place the list manually, so it's simpler to use the add/+ button. If you have other suggestions - welcome... Yuval Y § Chat § 15:01, 4 June 2009 (UTC)
broken using multiple files
[edit]I assume this template was intended to handle either single or multiple files (if not, it probably should). As you can see below, using more than one file breaks the display....

For example, the English Wikipedia allows fair use of sounds and photographs. This is not the case on Wikimedia Commons; "fair use" materials are not acceptable here.
