@DmitTrix: I’d rather change it to Будучи [[:ru:Авторские права работ правительства США|работой правительства США]], i.e. remove the ru:Высшие федеральные органы государственной власти США link. Having two words next to each other pointing to different pages is confusing (usually links are not underlined, so one can’t tell where the first link ends and the second one begins), and it doesn’t seem necessary either—I think the only purpose of this link was to give some clue to readers in Russian, but since there’s now an article on the main subject, it’s no longer necessary. @Tacsipacsi: The link you're proposing to remove is present in the English version of the template. But I agree with you on both the assessment that this link does not contribute much to the reader, and on the visual appearance issue. As of me, I'm fine with your proposal.
