Internationalization

I propose conver this template to translatable varsion. See, as example, meta:Template:Tnavbar. For this, need to

1. create Template:Navbar/layout (done)
2. create Template:Navbar/i18n as base page for further localization (done)
3. replace code in this template from Template:Navbar/sandbox (autotranslated version; for using by default) -- needed unprotection or admin's right
4. mark Template:Navbar/i18n for translation

More translations will be move from Meta-wiki...
