@Majora: I think the missunderstanding the German word "Abschnitt" isn't the same then §, because the German Copyright Law is divided in "Teile", then "Abschnitte", then "Unterabschnitte" and then "§§" (see TOC "Inhaltsübersicht" of the German Copyright Law). §59 and §62 are both in Teil 1 - Abschnitt 6 (§§ 44a-63a). So §62 (1) also has affects on §59, if there is written something with "Abschnitt" (often translated with "section").
This is also good referenced in the German article de:Panoramafreiheit#Änderungsverbot (§ 62 UrhG), like I written.
