The reasoning

Renaming it at Commons would mean changing it in 700+ projects instead of just one.

is blatantly invalid – nothing entails that the problematic Commons file has to be in use anywhere at all, even on Commons. I think, priorities shouldn’t be set in stone and we need a case-by-case approach. First, Commons files unused anywhere in Wikimedia can be safely renamed. Second, if the conflict resulted from an unfortunate renaming on Commons, then other wikis can be advised to reuse the redirect (or, in especially problematical cases, another renaming on Commons IMHO may be accepted). Creating new redirects to bypass filename conflicts can also be an option. Incnis Mrsi (talk) 21:26, 2 January 2019 (UTC)[reply]
