The film itself contains nothing that identifies this plane as either a MIG-21, an Iraqi plane, or a part of Operation Diamond. So, this item may be mis-identified.

Information that suggests it is not that MiG-21 is that the flag painted on the plane appears to be the Syrian flag, not the Iraqi flag. (There was a Syrian MiG-17F that was flown accidentally into Betzet airfield in Israel on 1968-08-12 and which eventually ended up being used in the US "HAVE DRILL" program, which has an article here: w:HAVE DRILL. The w:Betzet article has info about that. There is more info here, including the serial number of the plane used in HAVE DRILL: [1]) This may be footage of that plane.
