The General Commanding congratulates his troopson their brilliant and hard won victory of the l-itn.Their courage, their patience, their endurance of fa-tigue, exposure and toil, cannot be loo highly praised. After a tedious march, drawing their howitzers byhand through swamps and thickets, after a sleeplessnight, in a drenching rain, they met the enemy in hischosen position, found him protected by strong earth-works, mounting many and heavy guns, and in an openfield themselves—they conquered. With such soldiers,advance is victory. The General Commanding directs with peculiarpride, that, as a well-deserved tribute to valor in ihissecond victory of the expedition, each regiment en-gaged shall inscribe on its banner the memorablename Newbern. Parkes brigade commencedto march from Newbcrn for Beaufort, andon the 23d entered Moorhead city, tliirty-sixmiles from Newborn, and found it evacuated.It is a short distance from Beaufort and con-nected l)y a steam ferry. A flag of truce wasthen sent over to Fort Macon, and a surrenderdemanded. This was refused, and vigorousmeasures were at once commenced to reduceit by a siege. Beaufort is the capital of Car-teret county, situated at the mouth of Newjjortriver, and a few miles from the sea. Theharbor is tlie best in the State, and its entranceis defended by Fort Macon. Meanwhile, on the 20th, a naval column con-sisting of the gunboats Louisiana, Delaware,and Com.
