In the Novgorod government the proportion even reaches 42*9 per cent.The smallest area occupied by oats in relation to other kinds of grain, less than tenper cent, is found in the extreme south in all the Novorossisk or southern steppe gov-ernments and in Astrakhan, as also in the extreme north in Archangel. The cultivation of barley is the reverse of that of oats, as clearly appears frommap N2 4. Barley shows its greatest proportion, compared with other cereals, namely10 to 20 per cent in the extreme north and south, in the southern or steppe governments,in the Baltic provinces and in some of the adjacent districts.
