A ação direta de inconstitucionalidade foi apresentada pelo Ministério Público Federal e questionava três pontos da lei: a responsabilidade civil da União no caso de incidente ou acidente de segurança relacionados ao evento, a destinação de um prêmio aos atletas vencedores das Copas do Mundo de 58, 62 e 70 que estejam em difícil situação financeira e os benefícios concedidos pelo governo à Fifa, como a isenção de gastos da federação com processos e despesas judiciais. Todos esses pontos foram considerados constitucionais pelos ministros.}}
