The file has been converted from the source file using the following commands (for duplicated frame removal and conversion to Theora with frame size reduction, respectively):
- mencoder -nosound -msglevel mencoder=1 -ss 0:21:18.4 -endpos 0:02:21.5 -vf pullup,softskip -ofps 24000/1001 -ovc raw gov.archives.arc.1257628.mpeg -o gov.archives.arc.1257628-q1.mpeg
- ffmpeg2theora gov.archives.arc.1257628-q1.mpeg
- rm -f gov.archives.arc.1257628-q1.mpeg
Comparing some known event times with their appearance in this film, it turned out that it was shot with a frame rate of about 33.5 fps, not the playback rate of 23.98 fps. So it must be taken into account that its playback is about 1.4 times slower than real time.
