Description
Samuel Howard Donnell was born in Peabody on March 2, 1881. He would later graduate from Peabody High School and attend Boston University Law School where he eared a L.L.B (Legum Baccalaureus;or Bachelor of Laws) in 1902. Donnell was elected as a member of the Peabody School Committee in 1905 and was reelected in 1908 and served as the School Committee Secretary from 1906-1911.

He would be appointed as a member of the Committee to revise the Town of Peabody by-laws in 1910 and served on the Peabody town counsel from 1905 to 1911. From 1911 until Peabody incorporated as a city he served as the moderator of the Selectmen meetings. Once Peabody became a city Donnell was elected as the first Mayor of Peabody.

This political brochure announces his candidacy for moderator and lists is qualifications along with his pledge to the people of Peabody
