Sociaal-politieke documentaire over het decentralisatieproces in Mali. Sinds de jaren '90 is de bestuurlijke hervorming die dit proces kenmerkt topprioriteit. Doel is macht en financie͏̈le middelen vanuit het centrum over te hevelen aan de democratisch gekozen gedecentraliseerde bestuurseenheden. De in Mali overbekende uitdrukking "De kookpot kookt niet van boven, maar van onderen" illustreert het belang dat de overheid hecht aan de bevolking duidelijk te maken wat dat inhoudt èn om de bevolking bij het proces te betrekken. De film neemt de kijker mee naar het noorden van Mali met zijn woestijn, naar de oude stad Segou aan de oevers van de rivier de Niger tot in het zuiden met zijn vruchtbare landbouwgronden. Ondanks hoop is er ook twijfel. Begrijpt de bevolking wel wat decentralisatie inhoudt? Veel keuze is er niet want de slogan "het bestuur keert terug naar huis" is onomkeerbaar. Depuis '90, un nouveau vent politique souffle sur le Mali: le vent de la décentralisation. L'objectif est de transférer certains pouvoirs de l'autorité centrale aux communes décentralisées. Cet objectif est ambitieux et il est aussi fragile. Car sa réussite dépend de la participation du citoyen. Mais c'est là que le bât blesse. L'expression au Mali "la marmite ne bout pas de haut" illustre l'importance à convaincre le peuple de la juste cause de cette politique. Ce documentaire reflète poétiquement cette réforme administrative du perspective de tous les Maliens soit du nord, dans le désert, soit de Ségou au bords de la rivière le Niger, ou jusqu'aux terres fertiles autour de Bamako. Mais la population en comprend-elle les enjeux de la décentralisation? Quoi qu'il en soit le slogan retour du pouvoir à la maison sera impossible de l'en retirer. Since the 1990s, decentralisation reforms have been a top priority in this West African country. The aim is to transfer power and financial resources to democratically elected communities. The expression "the cauldron does not boil from the top, but from below" illustrates the importance the government of Mali attaches to convincing the people of the correctness of its policy and to increasing their participation. In the desert sands of the north, in ancient Ségou on the banks of the Niger River and in the agricultural lands rond Bamako, this film looks at the reforms from the perspective of all the Malians involved. The slogan "government belongs at home" cannot be undone. It seems, however, that there is still a long way for decentralisation to go. Some Bambara language is spoken. |
