Indeed, they are not unlike those of Ontarioand Quebec. The severity of the winters increases towards the east.The belts of vegetation are much like those that run acrossCanada (Map 38 in Atlas). Along the north is a tundra regioncovered with moss and lichen. Farther south is a belt of evergreenforest, which contains the pine and spruce, the most importanttimbers in Russia. This coniferous forest is gradually replaced inthe south by the hardwood forests. Agriculture.—Although at the present time agricultureis at a low ebb in Russia, the fact that before the war she producedmore wheat, oats, rye, barley, flax, and hemp, and reared morecattle, horses, and sheep than any other country in Europe is agood indication of her predominant position in agriculture (Figs.73, 175, 176, 185, 197, and 208). The great production is due tothe large area of arable land and to the large agricultural populationand not to the skilful agriculture of the Russian, for he is a very poorfarmer. His holding is only a few acres, his tools out of date, andhis cultivation crude and unscientific. His backwardness is largelydue to the fact that he has been down-trodden and poverty-stricken for centuries, largely owing to bad government.
