The appendix is signed on p. 64: Horace James, capt., and A.Q.M., assist. com'r Bur. of Ref's Freedmen and Aban. Lands
In 1864 and until January 18, 1865, the Dept. of Negro Affairs was under the auspices of the Dept. of Virginia and North Carolina of the U.S. Army. On that date the department split into the former departments of the Dept. of Virginia and the Dept. of North Carolina, each with a Dept. of Negro Affairs. After May 12, 1865, responsibility for Negro affairs was assumed by the recently created U.S. Bureau of Refugees, Freedmen, and Abandoned Lands
