27 IV 1946 Krajowa Rada Narodowa uchwaliła ustawę o Referendum Ludowym, wyznaczając datę jego odbycia na 30 VI 1946. Referendum było swoistą próbą generalną przed wyborami parlamentarnymi, które odsunięto w czasie, miało wykazać jedność narodu i zaufanie do rządzących. Przed społeczeństwem postawiono trzy oczywiste w świetle doświadczeń historycznych pytania:
1. Czy jesteś za zniesieniem Senatu?
2. Czy chcesz utrwalenia w przyszłej konstytucji ustroju gospodarczego przez reformę rolną i unarodowienie podstawowych gałęzi gospodarki narodowej z zachowaniem podstawowych uprawnień inicjatywy prywatnej?
3. Czy chcesz utrwalenia zachodnich granic państwa polskiego na Bałtyku, Odrze i Nysie Łużyckiej?
Ugrupowania rządzące - PPR, PPS, SL i SD – prowadziły szeroką akcję propagandową na rzecz głosowania “3 x tak”. Napisy tej treści pojawiły się w najbardziej eksponowanych miejscach we wsiach, osiedlach i miastach. Partie i ugrupowania opozycyjne, zwłaszcza PSL, znalazły się w trudnej sytuacji. By zamanifestować siłę swego oddziaływania wezwały do głosowania na “nie”. PSL ograniczyło to wezwanie tylko do pierwszego pytania, choć partia tradycyjnie wypowiadała sie przeciwko senatowi. Oficjalne wyniki głosowania: W Referendum wzięło udział 91% uprawnionych. Na pierwsze pytanie pozytywnie (“tak”) odpowiedziało – 68% uprawnionych, na drugie pytania – “tak” odpowiedziało – 77%, na trzecie – “tak” odpowiedziało 91%. Historycy dotarli jednak do rzeczywistych rezultatów głosowania (zob. literatura). Przeciwko fałszerstwom protestowali: prezes PSL Stanisław Mikołajczyk i ambasadorzy USA i Wielkiej Brytanii. Władze oskarżyły Mikołajczyka o zdradę interesów kraju, a USA i Wielką Brytanię o mieszanie się w wewnętrzne sprawy Polski. |
