Audiencia Pública del 161 Período de Sesiones de la Comisión Interamericana de Derechos Humanos (CIDH) Miércoles 22 de marzo de 2017 En la audiencia sobre Denuncias sobre persecución política en Venezuela, las organizaciones se refirieron a la existencia de un patrón y aumento en la persecución política de quienes son percibidos como disidentes políticos y denunciantes de la falta de respuesta estatal ante la crisis sociopolítica y económica. Informaron sobre detenciones arbitrarias contra estas personas en manifestaciones y de su identificación y criminalización para inhabilitarlos. Informaron sobre un cuadro de “puerta giratoria” en la que el Estado encarcela a un alto número de personas, por lapsos cortos, iniciándoles procesos judiciales que se mantienen pendientes indeterminadamente, contraviniendo el debido proceso. Requirieron información al Estado sobre las investigaciones iniciadas por alegadas torturas y tratos crueles, inhumanos y degradantes contra varias personas privadas de libertad. El Estado consideró que no existe una política de represión, ni presos políticos, sino personas procesadas por delitos establecidos en las normas nacionales. Reiteró que las manifestaciones de 2014 no fueron pacíficas y que las personas que fueron detenidas están sindicadas por actos violentos y obstrucción a la libre circulación. Public Hearing held during the 161st Period of Sessions of the Inter-American Commission on Human Rights (IACHR) Wednesday, March 22, 2017 In this hearing, the participating organizations talked about a pattern in Venezuela of increased political persecution of those perceived as political dissidents and those who denounce the State’s failure to address the sociopolitical and economic crisis. The organizations said such individuals had been arbitrarily detained in demonstrations and had been identified and criminalized in order to put them out of commission. The organizations reported that there is a “revolving door” in which the State jails large numbers of people for short periods of time, initiating criminal cases that remain pending indefinitely, in contravention of due process. The organizations requested information from the State on investigations underway into cases of alleged torture and cruel, inhuman, and degrading treatment against a number of persons deprived of liberty. The State maintained that there is no policy of repression or political prisoners, only individuals charged with crimes established in national laws. It reiterated that the 2014 demonstrations were not peaceful, and said that those who were detained are accused of acts of violence and obstruction of free movement. The IACHR called on the State to guarantee the safety of the human rights defenders who participated in the hearings, upon their return to Venezuela, and to ensure that they do not become targets of reprisals for their participation. |
