En la audiencia “Situación de derechos humanos de las personas afrodescendientes en Cuba”, los peticionarios expusieron la realidad de discriminación estructural que sufren las personas afro-descendientes en Cuba. Los solicitantes ofrecieron un balance general y ejemplos del problema de discriminación racial en varias esferas de la vida pública. Las organizaciones se refirieron a la negación del Estado cubano de reconocer el racismo existente y la ausencia de mecanismos legales para reportar incidentes, así como la invisibilización, marginalización, pobreza y desigualdades laborales que sufren las personas afro-cubanas en su país. Las organizaciones peticionarias también trataron la situación de las mujeres afro-cubanas, incluyendo las formas de violencia a las que estas se enfrentan. Los participantes también mostraron su inconformidad con la falta de acceso a los medios y al internet, que consideran una violación a sus derechos a la libre expresión y al desempeño de sus labores como defensores de derechos humanos. El Estado cubano no participó en la audienica. Los Comisionados resaltaron su preocupación con la discriminación estructural descrita y subrayaron la importancia de abordar la discriminación en el sector laboral. La Comisionada Macaulay destacó además la importancia de la recolección de datos estadísticos para incrementar la visibilidad de las preocupaciones sobre derechos humanos y los reclamos de la población afrodescendiente en Cuba.

The organizations that requested this hearing talked about the reality of structural discrimination suffered by people of African descent in Cuba. They offered a general overview and examples of the problem of racial discrimination in various spheres of public life. The organizations referred to the State of Cuba’s denial that racism exists and the lack of legal mechanisms to report incidents, as well as the fact that Afro-Cubans face invisibility, marginalization, poverty, and labor inequality in their country. The participating organizations also addressed the situation of Afro-Cuban women, including the forms of violence they face. The participants also expressed their dissatisfaction over the lack of access to the media and the Internet, which they consider a violation of their rights to free expression and of their ability to carry out their work as human rights defenders. The Cuban State did not participate in the hearing. The Commissioners reiterated their concern regarding the structural discrimination that was described, and underscored the importance of addressing labor discrimination. Commissioner Macaulay also pointed out the importance of collecting statistics to raise the visibility of human rights concerns and the claims made by people of African descent in Cuba.
