Description
English: 1869 sketch of the Cape Parliament. At the time paralyzed by the Responsible Government movement that blocked budgets in order to pressure the British administration for independence. Attorney General William Downes Griffith reads out the budget. MPs sleep looked over by opposition leader John Molteno in background portrait.
