Unsure if we'll get all this done before the 2022 contest starts, but let's scope the work out. In rough priority order:

Scaffolding of the web tool now exists: https://poty-stuff.toolforge.org/ (still waiting on OAuth approval, will ping folks tomorrow)
I am envisioning this will:
  • create the year-specific pages from templates ✓ Done, see Commons:Picture of the Year/Init.
  • pull the list of images and generate the candidates gallery (might not be ready for 2022, blocked by T333069) ✓ Done
  • generate voting pages for each R1 image ✓ Done
  • tabulate R1 voting pages, calculate results
  • generate voting pages for each R2 image
  • tabulate R2 voting pages, calculate results
  • generate a MassMessage list based on 2021 voters
