How are these images public domain? Were they not marked as copyrighted when created/published? Unless the artists were government employees (as opposed to contractors), this is the only plausible route I can see to them being PD. These are modern artworks by unknown artists, and presumably NARA has no rights to them. Even the donor would not have had the rights, unless they explicitly purchased the copyrights as well as the physical artworks (sale of an original artwork does not equate to sale of a copyright). Or this/these (basically the same photo). and . These are blatant copyright violations as derivative works. I tagged them as copyvio, but they were not deleted. I think there needs to be some review of files in this category, or Commons must change their terms to accept derivative works.
