There isn't any free photograph of this politician, and it's unlikely that any one could be created because he is deceased. As far as I can see, the image meets al criteria, and I think this kind of image - a drawing that is the only free image available about the subject - suits very well the aim of valued images project. Support This is the only free image in Commons about whom was the vice-president of UE parliament and an important politician in the early decades of democracy in Spain. None of the voters comes from members of this school, as far as I know. User:Dvdgmz did coordination works with the school (please see Commons:Serra i Abella as pointed by Ezarate). I case of doubt, I suggest checking users contributions.
This image was produced as a part of a project aimed getting illustrations of subjects where a free photography is not available. This project is known by a lot of editors of Catalan Wikipedia, and this nomination has been announced there. I hope this may bring some attention to valued image and get more nominations and more participants to reviews, and produce a benefit to the Valued Image project.

Hi, I'm the user you refer. Thanks for you comments. I'm not from Serra i Abella school, but I was the "tutor" from wikipedian community who supervised the work of this student. This is part of wikiArS initiative to involve schools of art to collaborate with Wikipedia. Our role, as volunteers, are detecting gaps of images and to ask schools to produce it. Also our role is to follow the process and orientate the students to produce the kind of images that are appropriate for Commons. Any file submitted to Commons may be a copyvio. Images in this project are said to be produced after documentation using available images, videos and other media, but not to be a copy of a particular image. In fact, the artists are students in upper grades, so they are expected to be able to produce a reliable portrait without copying a photo, since they are nearly to be professionals. Avoid copying and derived work is in which we insist more. The student should to see several images, moving images if its possible. And then to produce several sketches to familiarize with the person before producing the final portrait.
