I appreciate your efforts to contact the photographer and upload the image to the Commons. •  Oppose -- Assuming for now that the license os OK, I don't see anything featurable here. The whole craft is not shown and image quality is on the poor side. As for the subject and it alleged rarity, maybe it will be appreciated in en:WP for illustrating some article on the incident (if such article exists).
