Neutral Better processing would have made this a solid support from me, because the source image is quite good. - Well to me the image (mainly the bottom part of it) looks dull and pastel-coloured, and I suppose that means there isn't enough contrast. What I'm less sure about is the type of contrast that would improve this image - global contrast or local contrast. You'll have to experiment a bit I suppose, but I suspect it's a bit of both.
