Bot's tasks for which permission is being sought: As requested here, this bot should rename categories that use the nonstandard "in countries" instead of "by country" and edit their contents correspondingly. Doing this for the category tree mentioned in the request should require 217 page moves and 1277 edits.

Maximum edit rate (e.g. edits per minute): COM:BOTS suggests a maximum of one edit per five seconds, so I guess I'll do that.
