Before I reply, I'll just point out that I finished populating the "tram routes by city" category.
To answer your question: Files can go here the same way you can have a file in a category like Category:Cities in Colorado: if you don't call the category something like "Category:Cities in Colorado by name" or even "Colorado by city", then individual files can go in. In this case, the category isn't called "Tram lines by xxxx" (which could be name, number, or whatever identifies them in different places), so anything related to tram lines is fair game.
Besides that, a meta category isn't just any category that should contain only categories. It has entries that are all grouped by the same thing. This category doesn't have that. It contains a couple of metacats (tram lines by city and by number), tram lines for a country, and express train services, which doesn't seem to fit under trams anyway. I could maybe see using the {{Catcat}} tag on this category (with files that didn't fit anywhere going under the tram transport category), but this one just doesn't fit as a metacat. --Auntof6 (talk) 12:19, 13 August 2015 (UTC)[reply]
