@Apalsola: Hi. Do you mean, street furniture is specific just for cities, and other types of localities (municipalities, villages, regions) will not have their own categories of street furniture? Maybe. However, see Category:Categories by location by country, categories "by location" are also generally used for some items, but for Finland, they are missing. @Apalsola and Estopedist1: Yes, it's more convenient to the currently prevalent category names. However, why to have street furniture in cities separated from street furniture in other localities which are not cities? In Finland, "city" (Finnish: kaupunki) is just a municipality (Finnish: kunta) that has decided to call itself a city. I.e. there is no any difference in terms of administration, privileges etc.; the only difference is the name and the name is just up to a decision of a municipality council. And there are some very sparsely populated "cities" in Finland, and in contrary, some much more city-like municipalities that are not cities.
Since there is no real difference between cities and municipalities in Finland, there is no (good) reason to have separate hierarchies for Commons categories: they would just add confusion. Quite long there has been an unofficial convention in Commons to group all municipalities under "by city" categories instead of "by municipality". This is probably due to the Universality principle; city is internationally much more common term than municipality.
Since every square-metre in Finland (including territorial waters) belongs to some municipality and all municipalities are included in the "by city" categorisation in Finland, the Category:Street furniture in Finland by city would actually cover all localities.
Of course it might be a good idea to change the "by city" categorisation to "by municipality" categorisation because municipality is more precise term (and it is nowadays used for many countries in Commons). However, that should be done for the whole categorisation tree, not just street furniture. And as already said, I do not think there is any reason to separate cities and non-city municipalities in categorisation since that would just add confusion.
It is also notable that the current category does not fit to any categorisation structure in Finland because there are no other "by location" categories. ––Apalsola tc 15:01, 27 February 2020 (UTC)[reply]
