Is this a correct interpretation?

I have doubts about this category. The section of German copyright law is available in English at [1]. But the section is about "Reproduction for private and other personal uses", i.e., when you can ignore a copyright and make a copy for personal use. If the copyright has expired, you can make all the copies you like without relying on this section.

Yes, it's possible that there are works that are public domain in their source country and in the USA but not in Germany, or other countries with the 70 year rule. But there's nothing special about sheet music. --ghouston (talk) 02:04, 28 January 2019 (UTC)[reply]
