Municipal border problem

Many of these pictures can only be placed by the coordinates given on the picture. Clicking on the coordinates opens the maps. If you look on the map you can usually place the scene. None of the maps, however, give municipal borders, except possibly Wikimapia, but someone has to have drawn them in. So, there is a problem determining what municipality a feature is in. This is compounded by the fact that if the editor does not know the exact location he selects a territorial unit that is sure to include it (and everything else). So, there are errors, including mislocated pictures. I find the best map is the satellite map. It only labels the urban areas, it does not give their borders. In rearranging these pictures I am going by the labelled satellite pictures, as the best I can get from here. If you have personal knowledge, feel free to move the picture around and create corrective categories.
