this cat tree is created as the upstream of the already existing Category:Speakers of the United States House of Representatives in foreign countries.

not all incidences of Category:Politicians in foreign countries are official/state visits. for example, presidents holidaying in foreign countries, politicians in exile, etc., are not. not all official visits are in foreign countries, either. not all official visits to foreign countries are state visits, either. therefore, the scope of this cat tree is broader than and different from Category:Official visits or Category:State visits.
