Standardizing coloring based on date of legal finalization vs date of effect

Some maps are colored based on the latest legal development (e.g. https://commons.wikimedia.org/wiki/File:Same-sex_marriage_map_Europe_detailed.svg), whereas others are colored based on the the actual implementation status of SSM (e.g. https://commons.wikimedia.org/wiki/File:World_marriage-equality_laws.svg). I propose standardizing this so that, for instance, Germany wouldn't be gold today on some maps and dark blue on others. 0nlyth3truth (talk) 18:09, 27 July 2017 (UTC)
