It's not windmill
[edit]It's not windmill. It's not moved by wind. It's merely decorational; most of the time they have motor inside to spin it. You'll notice the anomaly cause no matter how slow actual windspeed is, their rotational speed stays the same. It also has 90 degree angle of attack.
