Moving to Coats of arms of municipalities of Rio de Janeiro (state)

I completely disagree and pt:Rio de Janeiro concern the state but this isn't the point. We don't need a category to group the coats of the city just because there's just one. If we start creating those categories there will be at least 20.000 new categories. All cities have their own flag, coat of arms, location map, etc. We need to put those images only in the category of the city (with no sub-categories).

Other reason: There's 27 states in Brazil and only these two (Rio de Janeiro and São Paulo) have cities with names of the state. If we move, only two states will have the "(state)" suffix.
