Articles or subcategories?

Why are there articles for some cities (which usually contain just some pictures) while other cities are subcategories? Why is not a subcategory for every city? When should an article be used and when a category? --NeoUrfahraner 07:47, 26 September 2005 (UTC)

But what exactly is the difference? A lot of pictures are only in a category, and not in an article. So the question still remains: when should a picture be put into an article/gallery, and when should it be only in a category? --NeoUrfahraner (talk) 15:42, 28 February 2020 (UTC)
