@VoidWanderer: Yes. The category name does not specify anything to group by, so this is not a metacat. A metacat would have a name like "Brigades of Ukraine by <foo>", where "foo" would be something like "branch", "type", "year of establishment", etc. The subcats would be groupings by whatever was specified. (By the way, using "by name" would not make it a metacat because different brigades would not have the same name.)
The way the category is defined now, you could have individual files in it. If you don't want that, you could either rename the category so that it says what the grouping is, or you could put a {{Categorise}} or {{Catcat}} template on it. If you rename or use catcat, there should probably be some provision for what to do if there are files that don't fit into any of the subcats.
