Avenue Y exchange building
Too bad you couldn't give geocoordinates for the picture, but this seems to be an ordinary telephone exchange building from the middle 20th century. They were not given distinctive names; if anything they were called "Telephone Building" externally, and inside the company by a street name or abbreviation. I did most my work in the West 50th Street building in Manhattan, which was usually abbreviated as W50 in the internal documents I used. For awhile I had a job that required the occasional cooperation of workers all over town, and when working with this building's crew they were AVY or Avenue Y. In a pinch I would go for naming the picture "Avenue Y telephone exchange" but there's no great reason to change the name it has already.
Oh, and yes, there's an awful lot of brick buildings in Brooklyn. The city mostly grew when wooden buildings had been banned and glass buildings were rare, so the choices were the more expensive stone or the cheaper brick. City Hall (later Boro Hall) and courthouses were stone and a few others needed to be similarly impressive, but mostly brick looked good enough.
