despite containing "ALA" in their names, i believe copyright of these documents belongs to the LOC, therefore the documents are in the public domain. evidence:

  1. https://www.loc.gov/cds/products/product.php?productID=1 "Author: Tables compiled and edited by Randall K. Barry, Network Development and MARC Standards Office, Library of Congress"
  2. the copyright page of the printed 1997 version (can be seen at https://archive.org/details/alalcromanizatio1997unse ) states "Copyright © 1997 by the Library of Congress except within the USA."
  3. https://www.ala.org/news/member-news/2018/02/bruce-johnson-selected-margaret-mann-citation "Johnson has displayed his outstanding leadership in coordinating the development of 33 new and revised ALA-LC Romanization tables." https://www.haverford.org/the-big-room-blog/blog-post/~board/blog/post/fords-in-four-meet-bruce-johnson-71 "Bruce Johnson ’71 is a semi-retired team leader at the Library of Congress in Washington, DC.
