I replaced Category:Terrorist incidents in the Netherlands with Category:Murder because everything I read or listened about this event shows it was a personal/family matter that took the assassin to shoot. As I am from Turkey, where his origins are, I may have learned a bit more about this case than other Commoners without reach to sources in Turkish. The text of a news article today translated from Dutch:
The note that was found in Gökmen T.'s flight car states that he acted in the name of Allah in the attack on a Utrecht tram. In the note he also greets his 'Muslim brothers'.
On this basis, combined with the ties of T.'s brother and father with Salafist Muslim movements, the police and Public Prosecution still think of a terrorist attack.
A conflict in the relational sphere, such as honour killings, would be much more unlikely since no relationship has been established between the suspect and the victims.

According to news reports up to now, there was NO relation between shooter and victims (so NO "personal/family matter") so for the time being i categorise this incident as Category:Terrorist incidents in the Netherlands, on account of the shooter's note.
