The Winterhilfswerk des Deutschen Volkes (WHW; German for "Winter relief of the German people") goes back to the German “Winterhilfe” (= winter relief), created in 1929 as social emergency program for the overcoming of the general misery in the population during the world economic crisis. The program contained amongst other also the permission for the sale of postal stamps for aims of charity. For the administration of the collected moneys was created in September 1933 with the “Winterhilfswerk” a self-contained "Foundation under public law". But also after the crisis years was the program continued. During the Nazi-time was the WHW subordinated to the "Nationalsozialistische Volkswohlfahrt" (= National socialist people's welfare) (NSV) and the central basis organisation for an annual public charity collection.

The WHW as organisation was outlawed finally by the Act No. 2 of the Allied Control Authority for the Allied Occupated Zones of Germany (Kontrollratsgesetz Nr. 2) from 10 October 1945 and their assets confiscated.

The "Winterhilfswerk des Deutschen Volkes" (WHW) is not to confuse with the "Kriegshilfswerk für das Deutsche Rote Kreuz" (KHW) or other organisations of the social charity with similar-sounding names.
