In 1907, the land south of the Little Leigh Creek was incorporated into the City of Allentown. It was originally the Second Ward of Salisbury Township, with Fountain Hill being the First and Emmaus being the Third. Fountain Hill and Emmaus were organized into Boroughs, and much (but not all) of the land between them became part of Allentown.

The Twelfth Ward was established as the land south of the Little Lehigh Creek to the Allentown-Emmaus Pike (Lehigh Street). During World War II, it became a major industrial area when Consolidated-Vultee constructed a large airfield, Vultee Field (now known as Queen City Airport) to build naval aircraft. A large housing area was also built to house aircraft workers. It also contains the Lehigh Parkway and Alton Park and Fairview areas.
