As part of Phase 1 of Surrey County Council's Bus Review, bus routes in the Elmbridge, Runnymede and Spelthorne (and the east of the Woking borough) were reviewed with the aim of reducing the money spent on subsidised bus services. Route 51 is a new route started as a result of the review. Surrey CC tendered route 451, which ran between Staines and Kingston via Chertsey, Addlestone, Brooklands Tesco/M&S, Byfleet, Manor Farm Estate, Weybridge, Walton and Hampton Court was withdrawn. This was made public at the beginning of the consultation period in winter 2009/2010. First Berkshire & The Thames Valley decided to start route 51, a new commercial service, running between Heathrow Terminal 5 and Addlestone, following the route of the 451 between Staines and Chertsey, and much of the route to Addlestone, which acted as a replacement for the 451. After talks with Surrey CC, it was agreed that Surrey CC would support the service to extend from Addlestone to Weybridge, Byfleet, Manor Farm Estate and Brooklands Tesco/M&S, which route 51 does on Monday - Saturday. This means most of route 451 has a replacement service. The changes came into effect on 28 August 2010, which was route 51's first day.
