This image features an artistic work, photographed from a public space in Tanzania. Article 12(6) of the "Copyright and Neighbouring Rights Act" (1999) of Tanzania provides for a freedom of panorama, but only for audio-visual and videographic depictions (not photographs!) of works of art and architecture that are "permanently located in a place where these can be viewed by the public." It means that that artistic work cannot be photographed freely for anything other than personal purposes.

Zanzibar, which is part of Tanzania, appears to have a separate copyright law. It does not allow for a free reproduction of works in the public premises, except for the works of folklore that are permanently located in a place visible by the public (Article 29-II). If a copyrighted artistic work is contained in this image and it is a substantial reproduction, this photo cannot be licensed under a free license, and will be deleted. Framing this image to focus on the copyrighted work is also a copyright violation.
