In 1907, the land south of the Little Leigh Creek was incorporated into the City of Allentown. It was originally the Second Ward of Salisbury Township, with Fountain Hill being the First and Emmaus being the Third. Fountain Hill and Emmaus were organized into Boroughs, and much (but not all) of the land between them became part of Allentown.
The Nineteenth Ward was the last to be established by the City of Allentown. It incorporated the area around the Coopersburg Pike (South Fourth Street) and the Mountainville Settlement just to the north of South Mountain. It also incorporated the land along the Emmaus Pike (Emmaus Avenue) north to Lehigh Street to the Emmaus Borough limits. The Southwestern part of South Mountain was also incorporated into the City
Major areas of the Nineteenth Ward are the South Mountain Reservoir and Park, South Mountain Middle School, many of the former Mack Truck manufacturing plants, the South Mall, Lehigh Parkway Shopping Center, Mack Pool and other areas zoned for manufacturing are in the area.
