The general stone carving on the exterior of Leeds Town Hall (keystone heads, foliated capitals, clock tower carvings, front entrance panels and other details) are by the Mawer Group of sculptors, of Leeds. The tympanum above the front entrance is by John Thomas, and the lion sculptures at the front are by William Day Keyworth junior.
John Wormald Appleyard probably carved the Zeus keystone head, and much of the work on the foliated capitals. These items are in a different style from the Mawer Group's usual work, the style resembles that of Appleyard, and Appleyard was living and working about 50 yards away.
