The JVC FI-S was a Euro and US market type I cassette 'made in Switzerland', i.e. by ICM of Diessenhofen. However, case and most importantly hub design are not ICM's own, but by RAKS of Turkey. The JVC FI-S is almost identical to RAKS ED-X of the same period - so it was probably assembled of Turkish parts. Other JVC tapes in Euro market were also made in Korea by Saehan.
