This memorial was constructed in 2000 from the remains of a drinking fountain which formerly stood in Pownall Square before being vandalised and demolished. It was a tribute to Patrick Byrne (1845 - 1980), an Irish immigrant to Liverpool from County Wexford in 1863. After working on the docks for three years, he bought a lodging house and pub, gaining his nickname from his smart dress. He was also elected to the City Council as an independent Irish Nationalist.
