Originally the United States Navy operated runways on both the east and west shores of its w:Naval Base Guantanamo Bay. For some time only the runway on the relatively un-used western shore is operational. The facilities of the eastern airfield served as a refugee camp, late in the 20th Century. Its control tower and hangar were used to convene the w:Guantanamo military commissions starting in 2002. In 2007-2009 w:Camp Justice (Guantanamo), facilities for expanded military commissions that were never held, were constructed in temporary facilities on the air strip.
