this diagram is not correct as it is only electrons from the outer shell that are involved in the photoelectric effect.

The photoelectric effect is possible with all bound electrons, including the K-shell. This can be seen in the phenomenon of absorption edges; see page 178 of: Alonso, Finn; Fundamental University Physics; vol. 3; isbn 0-201-00262-0. Therefore, diagram is indeed correct.
