Green countries.

I can't find a reason why Russia, Belarus and Kazakhstan would be different from the red countries. When I pinged a few Russians to ask about life sentences in Russia in a discussion at COM:OWR, user:Alex Spade had stated "In 1996-2004 in Russia life sentence was used as replacement for death penalty only. Since 2004 life sentence are used as replacement for death penalty (like early) and as general penalty for capital offense. So, I think Russia is in the red zone with other red countries, not in some unclear green zone." So it would appear Russia should be in red rather than green.
