Hijabis on Banana Island

As far as I have known, the Hijab is not obligatory on Banana, Kiribati. That is a real Island village[1]. If you look on the map, east of the Philippines there is an Island coloured green, indicating that the hijab is mandatory there. Since that Island does not even have a Muslim minority, and Kiribati is not a Muslim country, I highly doubt that the hijab is mandatory there. Can somebody please fix the error? Turkey's expired hijab ban
