Possibly an alternate flag, but the flag with current construction standard/dimensions has been used since 1960

Hello, I was intrigued by this version of flag, and whether it was ever used as most old government news footage showed flags with the current dimensions and construction standard, with maybe different colours. I dated this back to 1960. [1] However, this footage from 1990 shows a flag with dimensions similar to the flag on this page: [2] Therefore, I think that although the flag with current construction standards was used since 1949, the flag depicted on this file was used as an alternative, maybe unofficial or vertical only flag from 1949 to 1997, where flag standards were officially enacted by law. Hence, I propose that this file keeps its old name of 1949-1997, while this flag keeps the name of 1949-1984 (Variant) or (Alternate) etc. Please also refer to the discussion I created for the current flag's colours.
